Resurrect acpi_processor.c, check the CPU speed, set appropriately.

Also, check whether you have the mains adaptor connected; most Thinkpads 
will cut down to 85% (or slower) with ACPI on and no AC - I've seen some 
come up much slower still (30% or so).
