Here testing results are, with your minimal hints:

1) Floppy controller detected, but not fully, this lines are missing now:

-fdc0: FIFO enabled, 8 bytes threshold
-fd0: <1440-KB 3.5" drive> on fdc0 drive 0

2) Some fake devices info are gone now, so it confirms your idea about
hints:

-fdc1: cannot reserve I/O port range (6 ports)
-ppc1: cannot reserve I/O port range
-sio2: configured irq 3 not in bitmap of probed irqs 0

3) sc1 fake console still present as before:

 sc1: <System console> on isa0
 sc1: MDA <16 virtual consoles, flags=0x0>
 WARNING: Driver mistake: repeat make_dev("consolectl")


In general, IMHO it is very contr-intuitive to have different hints sets
with and without ACPI. ACPI must detect and ignore duplicated devices from
the hints.
