  Since FreeBSD(98) 2.2.7R a install floppy named `help.flp', which
  includes message files overflown from `boot.flp', becomes
  necessary.  However, this is only necessary when installing with
  `boot.flp' in 1.2MB (2HC) format.  You don't need it, when you
  install with install floppy in 1.44MB (2HD) format, that is
  `boot144.flp', `bootide2.flp', or `bootide4.flp'.  You can go on
  installing without `help.flp'.  In this case, some of the message
  files could not be displayed.  `Help.flp' floppy is in 1.2MB (2HC)
  format, and you can make it as the same as that of `boot.flp'.
