Dear Friend, 

It is indeed my pleasure to write this letter which I believe will interest 
you. I owe our contact to trade department email lists. 

I work at the South Africa Ministry of Minerals and Energy (SAME) here in South 
Africa and have the mandate of two of my senior colleagues to search discreetly 
and diligently for a foreign partner that could assist us concerning a business 
matter which will be mutually beneficial. 

We require your assistance in concluding a transaction which involves diamonds 
originating from Sierra Leone. These diamonds were brought to us by a colleague 
from Sierra Leone. As they are banned from selling such white diamonds by 
international law. As officials of the ministry we will use you to sell these 
diamonds to my government and claim that you mined them locally. We will buy a 
mining license here in your company name and using this legitimately to apply 
for payment from our government as the South African mining bill stipulates 
that diamonds mined locally must be sold through the government. Your full 
cooperation is essential in providing us with details (company) which will be 
used in applying for sale and subsequent payment. We are unable to proceed 
alone with this transaction, because the civil service code of conduct laws 
strictly prohibits us from engaging (openly) in private business or operating 
any foreign account, hence my search for a foreigner whose company and account 
we can use to claim payment of the money. 

We are in summary, proposing to use your details to purchase a company and 
proceed for the claims. Please note that these diamonds are fully legitimate as 
mining and prospecting licenses were issued by government and so are very 
legal. 

Please note that this transaction is free of legal fallout and we shall abide 
strictly to all the legal procedures as contained in our international laws in 
transferring the funds. 

I ask that you keep this communication strictly confidential as the two senior 
partners involved are very highly placed government functionaries and would not 
like to be exposed. 

Please go through this letter carefully and if you are interested in assisting 
us, kindly notify me urgently via my email address as time is of the essence in 
this transaction. Upon your acceptance to assist us, I shall provide you with 
more detailed information on procedures and also negotiate your percentage with 
you for your assistance.
