Basically I suppose locale-aware software should use a regexp library
with multibyte characters support, in principle.  In practice, they
wouldn't do harm anyway even if regexp library does not support MB,
because EUC characters are not supposed to conflict with any regexp
meta characters nor alphabets, numbers.  I hardly believe a user
would respond "$B$O$$(B" when s/he's asked a question, though. ;)

Anyone with a locale clue?

Why not?  If they say we mustn't, I have to wonder what the locale
thing is for...
