  Oh, I see. I think above work is almost perfect, but you shall 
not use the same filename with generated file by gunzip to
source file.
  Then, it might be a permission problem. Can an ordinary user
read those files? 
  If they could read it, I have no more idea. If I face such a
situation, I will exec "% ktrace -t n date" and "% kdump" ,
and check what files were read by the commands. It may help you.
If they read ja_JP.EUC/LC_TIME, then LC_TIME is broken. If they
doesn't read it, then permission denied, environmental variable
is wrong, or something wrong with /usr/share/locale directory.


PS. You can edit ja_JP.EUC.src as
before> %Y$BG/(B%b$B7n(B%d$BF|(B%a%X %Y
after>  %Y$BG/(B%b$B7n(B%d$BF|(B%a%X %Z
to display TZ(JST, GMT etc.) with `date'.
