  First of all, I don't know how locale behave with beyond
2.2-BETA, because I don't have any other environment any
more. If your version is not 2.2-BETA, I can't guess what is
happend.

  Usually, set only LANG to ja_JP.EUC, japanese, ja and so on.
  If you want to use another locale to time related case, you
can use LC_TIME. So if LANG was setted to Japanese locale such
as ja_JP.EUC, no more environmental variable setting is needed.

# If you use X window system and use I18N application, you
# should use ja_JP.EUC, because there is only ja_JP.EUC at
# /usr/X11R6/lib/X11 (make symbolic link at the directory solve
